Terrorists Attacked Major Power Grid in San Jose Dress Rehearsal; FBI: “Nothing to See Here”

Terrorists attacked a major power grid in California, and the Obamaniks don’t care and are doing nothing about it. But the Federal Energy Regulatory Commission (FERC) Chairman at the time of the attack is speaking out and says we should all be alarmed. And we should be. The story should be at the top of the news. But, except for the Wall Street Journal, it isn’t.

Remember the 2003 blackout? About a third of the country, including yours truly, had no power for days. And Bin Laden publicly took credit. But we were told that attack on the power grid was “not terrorism” by the know-it-all-and-ignore-it-all authorities in the Bush Administration. Bush’s Arab, pro-Muslim, Hezbollah-buddy Energy Secretary, Spencer Abraham, was busy taking tax-paid junkets on private planes to London with his family and refused to return to address the first major energy crisis in America in decades. Now, we know that there was a repeat terrorist dress rehearsal for another one. And the Obama Administration and its FBI is doing the same thing: telling us, “nothing to see here; move along.” The thing is, there is plenty to see here. But few are noticing. Yesterday’s WSJ had a full-page, front-page story on an attack, last April, in the middle of the night, that has alarming implications:

SAN JOSE, Calif.—The attack began just before 1 a.m. on April 16 last year, when someone slipped into an underground vault not far from a busy freeway and cut telephone cables. Within half an hour, snipers opened fire on a nearby electrical substation. Shooting for 19 minutes, they surgically knocked out 17 giant transformers that funnel power to Silicon Valley. A minute before a police car arrived, the shooters disappeared into the night.






To avoid a blackout, electric-grid officials rerouted power around the site and asked power plants in Silicon Valley to produce more electricity. But it took utility workers 27 days to make repairs and bring the substation back to life. Nobody has been arrested or charged in the attack at PG&E Corp.’s Metcalf transmission substation. It is an incident of which few Americans are aware. But one former federal regulator is calling it a terrorist act that, if it were widely replicated across the country, could take down the U.S. electric grid and black out much of the country.

The attack was “the most significant incident of domestic terrorism involving the grid that has ever occurred” in the U.S., said Jon Wellinghoff, who was chairman of the Federal Energy Regulatory Commission at the time. The Wall Street Journal assembled a chronology of the Metcalf attack from filings PG&E made to state and federal regulators; from other documents including a video released by the Santa Clara County Sheriff’s Department; and from interviews, including with Mr. Wellinghoff.

The 64-year-old Nevadan, who was appointed to FERC in 2006 by President George W. Bush and stepped down in November, said he gave closed-door, high-level briefings to federal agencies, Congress and the White House last year. As months have passed without arrests, he said, he has grown increasingly concerned that an even larger attack could be in the works. He said he was going public about the incident out of concern that national security is at risk and critical electric-grid sites aren’t adequately protected.

The Federal Bureau of Investigation doesn’t think a terrorist organization caused the Metcalf attack, said a spokesman for the FBI in San Francisco. Investigators are “continuing to sift through the evidence,” he said.

Yay! Sgt. Schultz is running our federal law enforcement terrorism investigations.

Some people in the utility industry share Mr. Wellinghoff’s concerns, including a former official at PG&E, Metcalf’s owner, who told an industry gathering in November he feared the incident could have been a dress rehearsal for a larger event. “This wasn’t an incident where Billy-Bob and Joe decided, after a few brewskis, to come in and shoot up a substation,” Mark Johnson, retired vice president of transmission for PG&E, told the utility security conference, according to a video of his presentation. “This was an event that was well thought out, well planned and they targeted certain components.” When reached, Mr. Johnson declined to comment further. . . .

Overseas, terrorist organizations were linked to 2,500 attacks on transmission lines or towers and at least 500 on substations from 1996 to 2006, according to a January report from the Electric Power Research Institute, an industry-funded research group, which cited State Department data. To some, the Metcalf incident has lifted the discussion of serious U.S. grid attacks beyond the theoretical. “The breadth and depth of the attack was unprecedented” in the U.S., said Rich Lordan, senior technical executive for the Electric Power Research Institute. The motivation, he said, “appears to be preparation for an act of war.”

Of course, this wasn’t Billy-Bob and Joe. It was very like “Mike” (Mohammed) and “Sam” (Samir). That’s pretty obvious. Who else would conduct this kind of insider-knowledge, perfect dress rehearsal to take out our power?

Mr. Wellinghoff, then chairman of FERC, said that after he heard about the scope of the attack, he flew to California, bringing with him experts from the U.S. Navy’s Dahlgren Surface Warfare Center in Virginia, which trains Navy SEALs. After walking the site with PG&E officials and FBI agents, Mr. Wellinghoff said, the military experts told him it looked like a professional job. In addition to fingerprint-free shell casings, they pointed out small piles of rocks, which they said could have been left by an advance scout to tell the attackers where to get the best shots. “They said it was a targeting package just like they would put together for an attack,” Mr. Wellinghoff said. . . .

A spokesman for Homeland Security said it is up to utilities to protect the grid. The department’s role in an emergency is to connect federal agencies and local police and facilitate information sharing, the spokesman said.

More 9/10-esque buck-passing. Fabulous!

Mr. Wellinghoff said . . . “What keeps me awake at night is a physical attack that could take down the grid,” he said. “This is a huge problem.”

It sure is.

Don’t forget: when the 2003 blackout happened, those of us who lived it were just days away from total chaos and destruction. There was already looting and higher crime going on in Detroit. And there were no open gas stations or places to buy food and water in the midst of 90-degree weather. No cell phone and wifi either. If you didn’t have enough supplies or kind relatives (my dad saved me!), you were out of luck.

Want that to happen again? Well, then ignore what happened in San Jose.

They are coming for us and our power. And they are laughing at us and our “nothing to see here; let’s tune back to Miley’s twerking and the Kardashians” attitude.

The focus seems to be on infrastructure, ie power stations and reservoirs. We’ve seen several incidents now. I think the goal seems to have shifted from targeted bombing attacks which kill dozens or hundreds to infrastructure attacks which would kill thousands and/or disrupt the lives of millions.

So far, the FBI has shrugged off these incidents has pranks or vandalism. I think the Muslim terrorist groups are learning more each time. For example, they now know that power can be shunted or rerouted around damaged plants. They also know how to enter reservoir areas undetected.

    Yup – I just read the report I e-mailed you. I’m surprised he’s barely alive! With that much damage, he won’t make it. He could have killed hundreds, if not thousands. We can be sure he wasn’t a lone wolf. Did he work with a terrorist cell in Georgia? Right now there are more questions than answers.

    We don’t have them here and no one really knows what happened in San Jose. Either way, that a powerful case AGAINST amnesty! Sad to say, even the GOP no longer cares.

Debbie, I came across this article late last night, and was going to e-mail you, but I knew you’d be on it. If anyone in this country is a true “Paulette Revere,” it’s you. And I thought of your humorous, but seemingly all too true Famous But Incompetent slam at the acronym FBI.

I remember all the blackouts, including going back to the one on November 9, 1965. But fast forward to the one which occurred at 4:11 p.m. on August 14, 2003, which caused me a relatively small inconvenience compared to you and many others.

After about two weeks, with 50 million people in two countries having no electricity for varying periods of time, our government finally came up with a brilliant explanation. It seems that a cow was wandering in a field by a power plant near The Mistake By The Lake (Cleveland), and somehow found a gap in the fence.

The wandering cow mistakenly tripped over a cable, and the poor thing was done to a turn by the time it was found. It created a massive short circuit which caused the whole affair. Of course, the nearby small town/suburb feted the cow’s demise with hamburgers and steaks for everyone for the better part of a week. And THAT, is what our Glorious Government had to say about THAT incident of NON-terrorism.

    That appears as believable as the “Bigfoot” hunts I see on cable TV. Its also a very *attractive* explanation. It saved the government from having to determine if Islamic terrorists were in fact responsible for the 2003 blackout.

    There is as much evidence for the cow wandering into a cable theory as there is for the evidence for the existence of Bigfoot. But there is plenty of evidence to substantiate the reality of Islamic terrorism.

    In every case, the proof has been found on them, with them or where they lived. Ka-ching!

No worries, D.C. will keep talking down to us like petulant children until the poo hits the fan again. Then they’ll expect us to rally around them and do our civic duty; or, send our sons off to some distant land, like, San Jose, California.
None of the sensationalistic stories in the newspapers today will have follow-up stories tomorrow which would help us to get the long-view. Just keep consuming goods and services and never mind that non-citizens get the same, or better in some instances, treatment than citizens.
I can’t wait for that feigned surprise look on some politician’s face followed by a “What difference does it make…” retort.
Just remember this: If you see something, say something (as long as it does not run counter to the current Thought Police Policy).

I am not a conspiracy fanatic or a crime specialist, but I think anyone with a room temperature IQ and a 2nd grade education would have to ask why anyone would want to do this. After all, there is no money there and there isn’t any valuables like paintings or jewelry to steal, which is why most crimes are committed. So why would someone go through all this just to get into a power station? Even if they are not Muslim, I would still want to know.

It has puzzled me since 911 why the Con Ed station in Manhattan was not attacked. The effect on shutting down a Manhattan power station would cause a blackout of huge proportion once power stations in the vicinity had to pick up the massive load of NYC. Evidently somebody is now interested in this type of terrorism.

G_d help us if this is what we are to expect. In light of this upscale terrorism we will be at the mercy of the Keystone cops and the Marx (maybe Marxist) brothers who are in charge of our power grid.

Where I live, the power went off Wednesday because of the wicked ice storm that hit the Northeast. My power is still out and the temperature is going down to the low teens tonight. Last night our kids stayed with friends who have power and we stayed with my elderly mother in law at the local township building which is a designated Red Cross shelter. When and if the Iranians or someone else uses a EMP weapon on us (Iran has tested missiles that arc at the height required for an EMP’s maximum impact), and the entire grid goes down, 75 to 90% of Americans would be dead within 2 years. That kind of attack would not be ignored. However, these low level attacks can be.

We should tell Iran if they develop a nuclear weapon, we will nuke them first before they can mount it on a missile. But the pro-Iranian mullah who poses as President of the USA won’t do that. He’s encouraging the Arabs and Iranians to threaten us and Israel. Keep in mind April 15, 2014.

Infrastructure attacks have been going on all over the US since 9/11/2001. In the Fall of 2004 two 80 foot tall electrical transmission towers near the Milwaukee International Airport were deliberately toppled, cutting power to the airport and surrounding area.

The FBI & Locals investigated. No suspects were ever caught. Officials quickly took to the airwaves to say “nothing to see here, move along”.

    All too sadly true, L.A. As someone who remembers well The Cultural Pancake Flip of 1964-1969, and how the American educational system flipped over during that time, it is both sad and frightening, to know that the worst time in the history of the human race IS going to come in our lifetime. Unless you are like Ralph Kiner, who died at 91 today, and will not get to see it.

    I remember learning things like penmanship and long division, the sounds of letters, long and short o’s and e’s, the difference between ‘their’ and ‘there,’ etc. That was in the mid-60’s. A few years later, we were being taught words like ‘chauvinist’ and how the white man, especially blond haired, blue eyed white folks like me, were the most evil creatures in the history of the human race.

    Derivative ideas and dumbing down, indeed, and molding is quite right. I remember 911 very well, having told my ex-girl just a week or so prior that I felt something very terrible was about to happen in NY, DC and another location I couldn’t figure out. After the USS Cole incident 11 months earlier, who DIDN’T know the next one was going to be on our soil, and within about a year or so?

    Yes, dumb, L.A., and as The Bible says, we see through a veil now, but The Lord will come some day to remove that veil so we can see clearly. Right now, very few do, and when The Anti-Christ is revealed, even fewer will. Next stop, global slavery. Congratulations, Mr. Soros, man behind the curtain, you are going to get your wish. And then you will be dealt with harshly.

I was surprised to read this article in the WSJ, particularly since this was the first I heard of it, and I live quite near the facility that was attacked. Naturally, the San Jose Mercury News ignored it when it happened. As far as I know, they kept the lid on this very dangerous incident.

I once worked for a power company. The phone cables often carry SCADA (controls breakers), telemetry, protective relaying, and metering lines. Utilities use microwave, fiber, current carrier (over the power lines themselves), and leased phone lines in various combinations to link substations. One would need inside informaton to know for sure how this facility communicates with others. Cutting the cables was an attempt to prevent the systems operation center from knowing what was happening and from being able to control breakers to route around it. In addition if protective relaying is cut off, it could cause a chain reaction that could bring down a significant part of the grid. They knew something about power systems but it looks like they didn’t have enough specifics about the wiring of this particular facility. Maybe engineering students, probably here on student visas enrolled in electric power program.

Debbie since I do not live far from this area, I will say it was a terrorist attack. This area and other where there are power stations, the security is bad because there is none. This station is particular have mountains nearby where one can go hide on the picture you see two main roads that surround it, and believe me that at night time there is no difficulty to escape by car after doing sabotage. My friend who has a security company and told me after 9/11 attacks that this station and other substations are vulnerable. This actually is a smaller substation because about a 3 miles south is a bigger station that also have easy access due to Highway 101 drives by it. Seems our government officials do not care until some major incident happens that clearly show sabotage then they will be acting all surprised. Unfortunately the majority of the people here in San Jose and Morgan Hill would rather not “profile” than call in suspicious activities. Most of the populace here are big against any proactive law enforcement. Sad but true, not until a 1K crude nuke is set off maybe, just maybe the fools here in the South Bay will finally wake up.

How do you organize a group of concerned take-action citizens without being labeled terrorists ourselves? As to the 2003 power grid blackout. My understanding of it is as follows:

First Energy saw weird voltage anomalies earlier in the day, but they didn’t acknowlege them to other industry entities. They thought they could figure it out and resolve the problem on their own. MISO, a grid reliability organization, in Indiana had some indication that something strange was going on in the First Energy area, but again, First Energy downplayed it. What it was, was one phase of a three phase line was dipping in the trees sporadically, causing the anomalies. The combination of trees not being cut back and the heat expansion of the lines cause the line to short out in the trees. Now, in the Detroit area, I believe, a couple significant line tripped off. These things together resulted in voltage fluctuations large enough for a generater to disconnect from the system in order to protect itself. When that happened, it caused a power void, so to speak, and a flow of energy into it, which of course, cause further voltage fluctuations and more generator trips. And on down they went. It took about 8 seconds. No terrorism, no cows, sorry.

    Not sure where you are getting your info but clearly you can see the Google satellite picture to see there are no large trees surrounding it. In fact this area has more shrubs and bushes than trees. This area consists more of agriculture crops and a few cattle ranches which are nowhere near this substation. Also you seem not to seen the security camera video showing gunshots striking the generators. Yeah somehow the trees decided to attack this substation ala Lord of the Rings, the Ents attacking Saruman’s castle.

Do you have a generator at home? Do you have it properly wired into your home? Do you know how to use it? Do you have a small portable generator for back-up?

I mean… if you’re REALLY worried about this stuff, you’re already prepared.

Electric utilities are hardening their key equipment from terrorist attacks and vandalism. As you would expect, they are moving at the snail’s pace you would expect from an Electric Utility.

This attack wasn’t that serious. There’s only so much damage one can do with small arms. If they put the sub back in operation in 29 days, that’s pretty fast.

The scary thought is that a coordinated attack against several substations could mess up a large region of the U.S.

We need to catch the people who did this and make it a priority for law enforcement. A long-term regional blackout could wreak havoc on our economy.

Wasn’t a terrorist attack folks – unless you want to include union thuggery as terrorism.

This event was the second straight year that CWA was in negotiations. In the previous year the attacker entered an underground communications junction near Monterrey Road in South San Jose and cut a major fiber optics trunk serving telephone and data service to much of the Bay Area – primarily AT&T customers. Only union thugs would know the location of and the purpose of this junction that was attacked.

It created a very nasty week long headache affecting millions of residential and business customers.

Folks in my area called it what it was:

A CWA union negotiation stunt. A damn expensive one too…

    That is possible and I was thinking of that at the time, however there has no been no arrest after all this time. Most examples of union thuggery usually are arrested but mostly the muscle not the masterminds. Nevertheless this is terrorism because this is of the domestic type. Either way, the fact that these substations are left vulnerable should be making PG&E and the Public Utilities Commission (PUC) take this threat more serioulsy.

All I know is, I will never get over not being there when the cow got cooked. Haven’t had a nice, thick, juicy porterhouse, or NY strip in a long time. Burgers, I’ve had plenty good ones, got a great recipe of my own, but a nice steak from the Cleveland Cowabunga would have been grand. Along with a fhine, fhine, ptttttemium cigahhhhh.

There have been no arrests in any of these cases – because they’re planned in such a way that the CWA union thugs are already 15 minutes gone by the time authorities figure out what is happening.

In this case, the Metcalf shooting range was being used by these thugs as cover. The Metcalf shooting range is literally a stone’s throw away.

In order words, neighbors hearing shots and calling in would initially be treated as people complaining about public daytime shooting sessions – and private into-the-evening-hours shooting sessions (LEO’s, Licensed Instructors, Private Clubs) at the nearby Metcalf shooting range.

It would take a good solid 15 minutes before 911 operators and LEO’s and Metcalf shooting range staff – on-duty and off-duty – would sync up and realize – it’s not the shooting range.

Metcalf shooting range is Santa Clara County Parks and Recreation operated – not Sheriff run or privately run.

By then, the thugs are already 10 miles away.

These sabotage acts have happened easily a dozen times in the past 20 years here in the bay area. Each time it happens, us folks in the IT communications field who have been around awhile just shake our heads. If we service end customers – it’s a pain in the ass because there’s not much we can do. AT&T controls these particular fiber plants, mainland long hauls, etc. – not us.

    I did not not know that Metcalf shooting range has target practice at night. I know that Metcalf range is about 500 ft further north on Moneterey Road nearing the suburbs of San Jose. I would think that shooting at night is not allowed unless some special approval is given. I have almost forgotten about the trailer park that is in front of the substation and the truckstop town of Coyote where this substation is located. I have seen some trailers that have a lot of junk lining most of Monterey Road where Coyote ends. One can shoot from these places and drive up to Bailey Road and then drive west and hit Santa Teresa Blvd and head north in San Jose. I have seen a guard shack at the entrance of the substation but again if one have a rifle they can shoot from a distance where near Bailey Road and Monterey Road. In fact one can take Bailey Road all the way west into Calero Resevoir. My point is that this substation is vulnerable from all points.

No mystery here.

The terrorists have been recruiting since the 1990’s directly from the ranks of CWA union workers, including AT&T.

They’ve been getting away with murder for years, nothing new here.

The terrorists were recruiting heavily in Orange County California in the late 1990’s at AT&T (was Pacific Bell at the time), and killed many employees that would not go along with their plan. CWA union thugs that sold out to the terrorists were all to happy to beat up, maim, and murder their fellow employees who resisted.

Sleep well knowing that the same traitorous, murderous CWA workers still work at AT&T in Anaheim to this very day. None arrested or fired.
