In Prep for ObamaCare, Employers Move Full-Time Workers to Part-Time, Limit Hours

We’re now seeing the horrid results of ObamaCare, with many employers hiring only part-time employees, moving existing full-time employees to part-time, and limiting the hours they can work to well below full-time. This is happening with low-wage hourly workers–those who can least afford to lose full-time status and the ability to work more hours. Under ObamaCare, large companies only have to provide health insurance for full-time workers, and these part-time employees will have to bear the cost on their own, under the regressive Obama healthcare tax. The move means that fewer Americans will be able to find full-time work and that more Americans will have to bust their butts to work more than one job to survive the Obamaconomy. For all the “taker” voters who chose Obama and his “gimme, gimme, gimme” worldview, they are now about to get taken, er . . . get what they deserve. I’ve previously said on this site that Americans are the Ned Beatty in Obama’s ObamaCare “Deliverance.” Here’s more evidence how true that is:


Bend Over for Dr. Barry

Some low-wage employers are moving toward hiring part-time workers instead of full-time ones to mitigate the health-care overhaul’s requirement that large companies provide health insurance for full-time workers or pay a fee.

Several restaurants, hotels and retailers have started or are preparing to limit schedules of hourly workers to below 30 hours a week. That is the threshold at which large employers in 2014 would have to offer workers a minimum level of insurance or pay a penalty starting at $2,000 for each worker.

The shift is one of the first significant steps by employers to avoid requirements under the health-care law . . . .


Pillar Hotels & Resorts this summer began to focus more on hiring part-time workers among its 5,500 employees, after the Supreme Court upheld the health-care overhaul, said Chief Executive Chris Russell. The company has 210 franchise hotels, under the Sheraton, Fairfield Inns, Hampton Inns and Holiday Inns brands.

“The tendency is to say, ‘Let me fill this position with a 40-hour-a-week employee.’ “Mr. Russell said. “I think we have to think differently.” . . . . Mr. Russell wants to limit his exposure to rising health-care costs. He said he planned to pursue new segments of the population, such as senior citizens, to find workers willing to accept part-time employment.

He described the shift as a “cultural change” toward hiring more part-timers. . . .

CKE Restaurants Inc., parent of the Carl’s Jr. and Hardee’s burger chains, began two months ago to hire part-time workers to replace full-time employees who left, said Andy Puzder, CEO of the Carpinteria, Calif., company. CKE, which is owned by private-equity firm Apollo Management LP, offers limited-benefit plans to all restaurant employees, but the federal government won’t allow those policies to be sold starting in 2014 because of low caps on payouts. . . .

Home retailer Anna’s Linens Inc. is considering cutting hours for some full-time employees to avoid the insurance mandate if the health-care law isn’t repealed, said CEO Alan Gladstone. Mr. Gladstone said the costs of providing coverage to all 1,100 sales associates who work at least 30 hours a week would be prohibitive. . . .

Benefits consultants said most retail and hotel clients have explored shifting toward part-time workers. . . . “They’ve all considered it,” Matthew Stevenson, a workforce-strategy principal at Mercer. In a July survey, 32% of retail and hospitality company respondents told the consulting firm that they were likely to reduce the number of employees working 30 hours a week or more. . . .

The insurance mandate applies to companies with the equivalent of 50 or more full-time workers, a calculation based on the number of people employed by the company and an average of hours they work in a week. Companies are adjusting schedules now because they will have to review employment rolls for up to a year in advance to determine which workers will be deemed full-time under the law. . . .

Darden Restaurants Inc. was among the first companies to say it was changing hiring in response to the health-care law. The Orlando, Fla., parent of Red Lobster and Olive Garden in February began testing hiring part-time workers in four markets to replace some full-time employees who had left, a spokesman said.

Ken Adams said his 10 Subway restaurant franchises in Michigan have about 60 employees who work 30 hours or more in a given week. Before year-end he plans to cut their hours to below 30 and, in some cases, to reduce positions altogether, he said. A Subway corporate spokesman said it was up to individual franchisees to make such decisions.

So, remind me again how Obama will “turn the economy around” in the next four years, when companies have just told us his policies are going to put more Americans out of work.

Look for things to get a lot worse around America very fast EVEN BEFORE ObamaCare kicks in. This is happening right now.

I know smaller companies are no longer providing health insurance because they understand that employees are now responsible for it…

Thanks for the post on the horror of Obamacare.

This seems to be headed in the direction of employers dropping insurance of their employees and the employees obtaining coverage under some government Obamacare insurance.

There may some unintended consequences. However, it appears that employers dropping coverage is intended to promote the government program.

As an business owner, a sprawling government program such as Obamacare contributes to a break down of the relationship and/or contract between employers and their employees. This relationship is one of trust. The employer trusts he will receive productive effort and the employee trusts he will receive compensation. The fear of employers and their employees I think is that their may be other horrible consequences that effect the employer and employee trust factor once we are fully implementing Obamacare.

    Its just easier for people to divest themselves of all their assets and enroll in state Medicare for the poor.

    There is no upside to busting off one’s butt in two part-time jobs to pay for private health insurance – like one can even afford it.

    The way ObamaCare is designed, its just more attractive for people to enroll in state Medicare.

    We’ll have equality of poverty in this country but then again every one will happy with their government stipend, food benefits and free health care.

But the idea behind Obamacare is that health insurance will be available to everyone including the unemployed. The government will pay for it via increased withholding tax and decreased exemptions and deductions for the middle class.

Did anyone really ever think for one moment that the middle class – the backbone of our once-great Country – wasn’t the ones who would take it up the rear to pay for all this social progress?

When the squeeze starts in earnest, we will be royally f*cked. We have nothing left to cut.

    Eventually, the money will run out, and the “full healthcare entitlement” will be as lethal as the British Health System, that has a penchant for killing off people right and left, especially when they are old.

Friend of my wife is a 450 pound 30 year old female that began living with her parents a year ago(and still is) to cut her credit card debt. Yeah, paying no rent was a super idea. She has had a CPAP for 3 years at least, due to the horrendous amount of extra weight she’s packed on hitting the drive through daily. Can’t wait to see how she fares under the new regime she ENTHUSIASTICALLY voted, campaigned for. She is a hostile libtard I care nothing for, that has lots of like minded hostile stupid friends.     Many will drop their healthcare altogether, and it will be up to the worker to obtain their own insurance. If they can’t afford to pay for it (and most low wage employees won’t be able to afford it) they will have to go the the government plan. They’ll get it free or low cost, but they will have to stand in line for hours to see a doctor that doesn’t know them. I can imagine a line like DMV with everyone in their underwear.

Two years from now Obama will admit his first try didn’t work and then his real plan from the beginning will be unveiled.

Total government control of ALL health care.

Doctors and nurses will all become government employees and of course now part of the government union.
Pharmaceutical companies will be nationalized, kiss any new life saving drugs good-bye. Progress in drugs will be frozen for a hundred years at the level of the take-over.
Hospitals will be government run. Counties that didn’t vote Democrat could see their hospitals shut down, to save money and for the common good of course.

The current Obamacare was never designed to work.
Everybody knew it wouldn’t work.
No surprises here, except for the stupid people who were hoping for a freebie.

I agree that we will probably get single payer health care very soon.

The poorest people and senior citizens already are in government-run health care; its only a matter of time before the rest of the population gets folded in.

That will mean higher taxes but then again no one wants the hassle of ObamaCare.

This is the direction in which we are headed – Canadian Medicare with rationing and waiting lists to see specialist doctors.

Its that old rule: TANSTAAFL! Obama has to take things away to give you all those free goodies! The American people will learn that lesson soon enough.

There was a huge packaging show in Chicago last week. The level of automation was incredible. Most attendees were looking for machines to replace people. There will be a huge investment next year in machinery so that there will be a drop in the labor force in 2014. Trust me, my company will spend hundreds of thousands next year to reduce head count in 2014. It just makes economic sense. Heaven help the low-skilled high cost employee. They will be quickly replaced. Accounting firms are electronically sending work to India and China. Soon with electronic medical records, your mammogram or x-ray could be analyzed overseas for cost savings. Beware this is Obamas 2016.

    I was at that Packaging Expo, Michael. Some of those machines make the house eating robot in “iRobot” look extremely primitive.

    Those machines are very expensive, but given some of them can replace four – six union workers and their health and pension benefits, they are a bargain. Most of those machines are made in America, incidentally.

This practice of 30-hr employees is nothing new. I worked for an answering service in the 80s when the owner did the same thing, when a Republican was in office! And me and my spouse own 2 small businesses and also been doing the 30-hour work week. None of this is new, it’s just being reported so it can be blamed on POTUS. Get over it, he was re-elected!

    Lee, even if what you had just said was true, it was far from being the norm. Hour wage workers who are not in management are going to be forced to take short hours. Any employer with over fifty employees will make sure that only management works full time. Also, losing ten hours a week in hourly wages is like taking a twenty-five percent payout. These employees will earn to much for Medicaid, but will be too poor to afford any conceivable policy offered at a health care exchange. Also, there is that little matter of a personal mandate penalty for them to worry about. Next time you are at a McDonald’s do make sure that you spit in a server’s face, since that is far less cruel than the fate that those in retail, hospitality, or any number of service industries affected by the Affordable Care Act. Perhaps, we should post your inane comment on say a McDonald’s or Olive Garden employee site? I am certain that they will soon have a lot to say to you as the new health care/employment reality sets in.

I suspect the intention was for this scheme to collapse in the end. It is a convenient way for the left to eviscerate private health insurers, which would in the end pave the way for a Single-Payer Plan. Private health insurance will remain for the wealthy, but will become virtually non-existent for everyone else. The “Public Option” will become the only option for the many, rather like NHS in the United Kingdom. The Affordable Care Act is more class based than any legislation that has come down to us since Medicare and Medicaid in the 1960’s. Both of those programs were essentially bombs. Medicare was essentially useless, since it only covered 80% of the cost for most procedures and very few physicians or medical groups would even accept it, due to the program’s tendency to pay too little too late. Medicaid was an even worse joke since in order to qualify, you had to earn an absurdly low amount of money that represented a fraction of what one would earn at the federal minimum wage. Medicaid actually discouraged people from working.

The Affordable Care Act is following in the footsteps of these programs.

It’s worse than you think.

Virtually every company that uses hourly wage employees (sorry – workers) marks up their schedules with an atrocity called WORKFORCE MANAGEMENT SOFTWARE. This computer program decides when the worker should be on the job. Not management. A computer. One day a worker will be scheduled for two hours, the next day six, the third day seven, the fourth day five again. But when …. changes all over the map. The worker never knows when he’s working. It’s very much like being on call 24/7 waiting to find out when he’s scheduled.

That’s step one to serfdom.

Step two is no one gets full time hours anymore. Max is 39 or the employer has to report a full time employee.

Step three is ObamaCare. Shift as many people to 20 hours per week so the company is not hammered by ObamaCare.

Remember that software?

The worker can’t pay his bills or survive on 20 hours. A second job is needed. But this second employer also uses WFM software and their schedule is as wacky as the primary employer’s

Scheduling conflict, you ask?

HELL YES is the reply.

I see a mass exodus from the workforce and eye popping increase in welfare ans people give up trying to work because of limited hours and bone crushing work schedule conflicts.

All because the FEDERAL GOVERNMENT has cast employees (sorry -workers) in the role as the single greatest liability a business has to deal with.

    You’re absolutely correct, Jack and it’s not just the minimum wage hourly workers. On my first job back in 1966 at JC Penney’s offices, as a clerk I was paid a weekly SALARY. When my husband was made retroactive at AMEX in 2002, even at over $10/hr. he was hourly and subject to this program. The other thing it dos is prevents people from changing shifts or even days to be able to take off for religious obligations. If you don’t “luck out” with Fri/Sat off, as a Jew, you have to violate the Shabbat or not work. Most employers that use shifts will claim that “the job requires” you to be there even if you don’t have unique skills and any live body could fill in that slot.

If we can explain (to the ‘takers’) how all of that free stuff
will go away as the businesses dry-up, and as those ‘rich white guys’ lock up their wallets……maybe then we could get their votes.
If we can convince them that the gravy train is truly gone because of O’s policies, and that it will only return under Republican policies….we might get back in.

But once we did get back in, we’d have – HAVE TO – privatize
welfare, food stamps, head start, etc.
Give the those same people 2 years notice…after you’r sworn-in.
After those 2 years, it’s all privately-funded.
Those programs would continue….but not from taxpayer dollars.
The ‘takers’ would still exist, but my $$$ would no longer wind up in their pockets.
Again, that is what we would have-to-do!

Romney and the GOP should have shouted constantly to Americans that Obamacare would lead to less full time employment and more part-time employment and the loss of their medical insurance. Since they didn’t, they should start doing it now, all the time, constantly. They should point their fingers at Obama and the Dems and demand that the law be repealed. I wonder how many of these Obama voters who are actually working thought that they and others would be getting something for free. Now they’ll face a miserable part-time employment market with reduced wages, benefits, and the stress of juggling time. How about those Obama moms who have kids, particularly those who are not married or do not have a committed “partner” (I want to gag)? The Obama drones have stepped into the quicksand, and unfortunately their dragging us in also.

How many single moms who voted for Obama will wake up one day with only part-time employment, no time for their kids because they have to work 2 or 3 jobs, and the loss of their private insurance. Wait, you weren’t aware that retailers and restaurants weren’t hiring many full time employees so they didn’t have to give them healthcare benefits? That’s nothing new. It’s been common practice for the past decade or so. It has nothing to do with Obamacare. These corporations realized long ago that it’s much cheaper to hire more employees and keep their hours low so they don’t have to provide health insurance.

    With out-of-control healthcare costs…the problem with Obamacare is that it did not go far enough. Corporations have one obligation…to provide profits to its shareholders. Period. Without unions and government people are at the mercy of the haves and have-mores. Obamacare has missed the mark in controlling costs IMO.

    In 1983 I saw for the first time the dispicable acts of a hospital towards its nursing staff. Rather than pay unemployment at a time when the hospital needed to cut staff, it slowly cut-back hours for all nurses (evetually making them ineligible for unemployment benefits). If that causes a nurse to quit, great!!! No unemployment for that nurse.

    Greed is the enemy, and corporations provide a faceless populace to use greed to it’s fullest extent.

I’m a mom and wife who works at McDonalds because it’s close to home and allows me to work while my daughter is at school and to be home when she’s home. I currently get around 36 to 40 hours a week, but just found out today that after the first of the year ONLY managers will get over 28 hours a week. Thanks OBAMACARE! I enjoy my job and being able to get full time hours allowed me to bring home enough money to help out. 28 hours at minimum wage will hardly be worth the drive…………. I’ll still do it because I was raised to work for a living not walk to the mailbox and get a check, but it really stinks that a hard worker like me who WANTS 40 hours a week can’t have it because “my” government says I have to have health insurance.

We see billionaires and global companies exploiting workers squeezing every ounce of energy out of them while making record profits while at the same time crying poverty. Capitalism doesn’t make things better for everyone anymore. It only works for the capitalists. They have figured out how to game the system – part time employees, union busting, outsourcing, government incentives (many passed by republicans I would add) etc. The Henry Ford of yesterday that paid his workers 1/3 more than any other car manufacturer to build loyalty, create consumers, and build a strong workforce is gone….forever. The problems with Obamacare are that it provided the part time loophole, it did not go after waste along the supply chain, and it did not attack the massive profits of the insurance and medical industry. There needs to be a new paradigm one that benefits everyone while not inhibiting individual drive and ambition. Here is a helpful hint for you “bullwhacker” read about and understand what is really going on (don’t repy on Shawn and Rush to do your thinking for you), don’t think only about your wallet, and have some compassion for other people. Don’t be a moron all of your life.

Okay well you people on this site need to stop bashing Obama care. Its funny to me before this economy hit rock bottom the middle and upper class could care less about the lower class, now that the rich actually have to pay more its a problem really, I don’t feel bad about a rich person paying taxes because they had the best tax roll over in the history of life itself, I feel bad for the takers like me that pay higher taxes then rich people and I didn’t even breach 20,000 this year.. Really so I pay more and rich pay less? Really, time for your MTV cribs stars to do some work, stop being selfish and greedy rich America and Congress should support Obama because WE THE PEOPLE HAVE SPOKEN by given Obama another chance, make it happen!!

I’m a part-time worker for an international grocery store chain. I am just hearing about this here in May 2013 how I cannot work more than 28 hours anymore. That means I will not make as much money even though I am willing to work hours up into the thirties for this employer. I will miss the money and the things it buys me. So this really does hurt.

I have never heard of more far-reaching employment law from the federal government as this since it segregates workers into two distinct classes by a definitive line that cannot be crossed, as it was in the past with more flexible scheduling allowed. No minimum wage law ever mandated goes as far as this new law.

On the other hand, I like how it forces my company to give me full-time benefits if I am working full-time hours, i.e. frequently over 30 hours in a week when they indicate they need more work to be done beyond what I was scheduled for. It puts the decision in their hands. I’ll learn to be happy with fewer hours as long as I am part time. I don’t think they want to make me full time.

Question:

I work for Domino’s pizza part time. And average 35+ hours a week there. Now
they are preparing for Obama care by cutting everyone’s hours to under 29 hours
and hiring more employees. The problem I that I am now having to work hours that
are not peak time to make tips. My full time job offers health insurance and I
am covered there.

The question is if I was to decline the healthcare that Domino’s feels it is
forced to offer me now, could I work more than 29 hours and them not be
penalized for me not having health insurance through them? It is something they
are fine with as long as they do not have to pay penalty. If not then Obama care
is going to cost me approximately $10,000 a year. Making me have to get a third
job possibly…..Thanks Obama.

It’s interesting that everyone is bashing Obama & no one seems to care that their employer is willing to lose “valuable” workers because their too cheap & greedy to offer you insurance. It’s like let’s boycott these horrible working conditions not the person who’s fighting for you… And, if your still mad at Obama then continue to be a doormat for these large corporations & get 2 part time jobs 🙂

I am smiling. It will be only four more months and Obama will have to answer to all those who have to begin paying the penalty or their individual mandate. Course this depends on the Congress shooting the law down. Either way when those middle and low income individuals begin paying their own health care from wages of a part-time or two part time jobs then they will only have themselves to ask. “Didn’t HE promise us we would be better off?”
I think you will be because for the first time in many peoples lives they will have to take responsibility for themselves because the Government will have let them down. SMILING STILL.

My husband was made full-time because he had worked full-time hours for a period of six weeks. They had to do it even though they didn’t want to. After two weeks at full-time he is let go. He was told he could re apply immediately and they would re hire him, part-time of course. It took him two years to be made full-time and now he has to start all over again. He will never be a full-time employee again because that company no longer hires full-time workers.
