Because of the firestorm that started last week, when I broke the story about Homeland Security’s top New York cop suing the Department of Homeland Security, Immigration and Customs Enforcement (ICE) Chief of Staff Suzanne Barr a/k/a Suzy “Stripper Pole” Barr has “put herself on leave,” tonight. Translation: Barr was put on leave by her only real boss at the Department of Homeland Security, its chief Janet Napolitano (with whom Barr plays tennis every Tuesday). For years, I’ve written about Barr’s sexual harassment of male ICE agents. She thinks the place is the set of “Magic Mike” (read my review). But, after I announced the suit by ICE New York Special Agent in Charge James T. Hayes, detailing some of Barr’s sexual harassment, the story went international. And now Homeland Security and Members of Congress are investigating her. Today, two more affidavits were signed by ICE officials, detailing more graphic sexual harassment by Suzy Barr of male ICE agents. I understand more such affidavits are forthcoming.

The top Homeland Security official accused of cultivating a “frat-house”-style work environment has “voluntarily placed herself on leave” amid an internal review . . . .

Two more Immigration and Customs Enforcement employees came forward this week to complain about “lewd” conduct inside the agency, submitting sworn affidavits that depict graphic comments made by two top officials working under DHS Secretary Janet Napolitano.


The affidavits were given as part of a discrimination and retaliation suit filed earlier this year by James T. Hayes Jr., the head of the New York office for Immigration and Customs Enforcement.

The two new affidavits described separate incidents in 2009. Both accounts described the actions of ICE chief of staff Suzanne Barr, who was also mentioned in Hayes’ lawsuit.

ICE Public Affairs Director Brian Hale said in a written statement that the department would respond “directly and strongly” to the lawsuit in court, but noted internal measures were being taken over the claims against Barr.

“ICE has referred these allegations to the DHS Office of Inspector General and the ICE Office of Professional Responsibility for review. Ms. Barr has voluntarily placed herself on leave pending the outcome of this review,” ICE Public Affairs Director Brian Hale said in a written statement.

In the newly emerging affidavits, one of the employees claimed that in October 2009, while in a discussion about Halloween plans, the individual witnessed Barr turn to a senior ICE employee and say: “You a sexy” (expletive deleted).

“She then looked at his crotch and asked, ‘How long is it anyway?'” according to the affidavit.

“Several employees laughed nervously,” the affidavit said. The names of the workers making the claims have been redacted.

The other account recalled a trip to Colombia in late 2009, attended by ICE Director John Morton, Barr and Ray Parmer, who is ICE special agent in charge for Homeland Security Investigations in New Orleans.

The account said Parmer and Barr were “drinking heavily” at the house of the deputy chief of mission for the U.S. Embassy there. It said Parmer took the BlackBerry of another employee, Peter Vincent, and sent “lewd messages” to Barr.

The affidavit went on to say: “During this party, Suzanne Barr approached me and offered to” perform oral sex.

Remember, as I’ve repeatedly noted on this site, Suzy Barr was installed by Janet Napolitano to run ICE. Napolitano has been aware of Barr’s behavior for the last three-plus years at ICE and this pattern of harassment of men didn’t just start in 2009. It probably began in the Arizona Governor’s office.

But Janet Napolitano continues to look the other way because men don’t matter in her lesbian-centric world. She should be under investigation and on leave, herself. The fish rots from the head down (not from the sensible shoes).

This is the Department of Homeland Security. Feel safe? We are less safe than before 9/11. The people supposed to be in charge of protecting us are too busy looking for sex from their male (or in Napolitano’s case, female) underlings.

Debbie in my brief poliical career as an intern i noticed we were all there because of who we knew. I don’t think you could really apply for a job, and I was offered mine before I even filled my “application” out. I was there because of a local Jewish connection. Also not a few people there were bible thumpers. The secretary who sat behind me was annoying and tried to convert me. I would have preferred sexual harassment. Anyways DHS is just another bureaucracy we don’t need. I doubt any terrorists are too put off by whatever they’re doing.

Yup…. DHS’ sense of priorities is so warped that it will drop a trial “racial profiling” program at Boston Logan Airport because that would upset CAIR but its not at all afraid on the other hand of creating a hostile work environment for top straight while male officials who work for it.

Its management prefers to run a seraglio than to keep America safe. No one should be surprised no one takes DHS’ work seriously, including that of the people who work for it. But don’t hold your breath waiting for the gay version of the Tailhook Scandal to make waves in Washington. Every one knows gays and women just don’t do politically incorrect things like commit sexual harassment.

If it was the other way around the harassers would be fired, not placed on leave, there would be media scrutiny and Congressional hearing leading to real reforms. No one expects any real change at DHS even with the current firestorm. Remember its management’s principal mission is to have a good time on the taxpayer’s dime, not to keep the country safe and until they all go, DHS will contribute nothing to our homeland security.

DHS in March purchased 450 million rounds of .40 caliber hollow point bullets, which have been illegal since 1899 to use in warfare. Now DHS is going to purchase another 750 million rounds of different ammunition, so which can penetrate walls. The National Weather Service put in a request to purchase 46,000 rounds of ammunition. When exposed, the request was described as a clerical error.

Remember when in 2008 Obama described creating a civilian force as strong as our armed forces? Imagine TSA agents and other goons armed and roving around America.

    CCitizen, the govt purchasing so much ammunition is the govt’s way of back door gun control. If the govt can’t control the guns through its murderous policies (Fast and Furious), then why not reduce the quantity of and tie up the production of ammunition. You will still be able to purchase a gun It will be much harder and much more expensive to purchase ammo for the gun. We are getting to that point now. Just call up your local gun store and find out. This isn’t new. It has been going on for a few years now. It has just been getting worse under this administration.

    Don’t be an idiot. That ammo is a DHS-wide contract. Do the math. Look at the number of armed officers (i.e. USCG 40,000, CBP 45,000, ICE 11,000, etc), factor in qualifications every quarter of the year and it doesn’t take long to burn that up.

OIG/OPR doesn’t have the intestinal fortitude nor marching orders from the goons on high to take assertive action against Barr or anyone else. This person “put herself on leave,” It is “administrative leave” no doubt, with full pay and benefits. This “leave” will continue until the storm blows over or her friends find her another job in some obscure place.

At least she is gone from the day to day operations, but nothing will change because whomever is acting for her will be afraid of the reprisals when she returns, or from her friends.

I have seen this happen many times in a long career. Incompetent fools who could not survive in any other place, except the G.

I’m shocked, SHOCKED to see this kind of goings-on in Janet (Jack) Napolitano’s department. No problem, though. The state run media will bury this quicker than the leftovers from a Chick-fil-A sandwich. I’m sure, in the case of Barr, “Leave,” means, “Paid vacation.” She’ll be “Out of the office” until after the election – and if obambi is reelected, she’ll be back at work, tanned and rested at taxpayer’s expense. I hope everyone feels safer with the Napolitano person in charge of our security……450 million round of .40 cal. hollow points have been ordered. OOps. Is it a crime to offer to perform oral? The investigation should try to determine if she maintains a high level of proficiency in this skill set. All too often these loud-mouth pigs are all talk. She’s been a staff douche for a big shot female too long. This is another indication that she probably doesn’t know how to please a man orally. Looking at her pictures, I’ll bet her oral skills on a Big Mac are spot on! Is anyone really surprised by all of this? DHS management has been on a decline for quite some time.     Fellatio is the more professional term, and I understand (and not from personal knowledge) that it is an art, apparently you are correct in your assumption of her poor performance levels, which is why the complaints were generated. DHS/ICE as long as your going to hire skanks and incompetents, at least make sure their performance levels are up to speed.

Had the misfortune of working at ICE for a number of years. There are many men and women working in the field and getting hosed by HQ. With nutjobs like Barr, Susan Cullen Dunbar and the like it’s a surprise it took sooooo long for something like this to happen. Funny that Hayes, a tool in his own right, is bringing down the house of cards.

No way Barr survives this – will probably voluntarily depart for “other private sector opportunities”. Morton goes too. JNo stays, but is castrated by Obama – he picks the actors to run the agency; Hayes gets the DD job held by Kibble. Mount gets his pick of assignment. Parmer is either forced to retire or has to return to HQ. Peter Vincent may or may not survive – the fact that Parmer got hold of his cell phone to send explicit messages to Barr doesn’t engender confidence. Ragsdake gets relegated to a meaningless job as soon as Hayes gets the DD job.

Thank you Debbie for getting this story out there. All too often, as we have even seen exampled in the comments here on this story, sexual harassment by a woman against men underlings is scoffed at as if it’s not serious.

The whole point about these types of situations is that, as a BOSS, you have a responsibility to treat your workers with respect. And making lewd, suggestive, or downright juvenile sexual commentary about/at/involving them is simply inappropriate. It’s not acceptable when it’s a man using his position to badger his secretary, and it’s not acceptable for a woman to abuse her power like this either.

As far as Romney– the man won’t make hay with this story like he should. This is a perfect story for his campaign to use in demonstrating the overall inefficiency, incompetence, and lack of effectiveness of the current administration. A simple campaign ad asking if you feel safer with THESE types of people protecting you? If not, consider removing the guy who appointed them.

But Romney won’t do that because he’s a political moron just like McCain.

I can’t really say that I have much sympathy for Mr. Hayes for the following reasons:

He seems to have had quite a meteoric rise in the agency from his beginnings as a BPA (probably GS5 or 7) in 1995 to a GS-15 only 10 years later. Having only about 2 or 3 years experience as a criminal investigator street agent in INS he subsequently became Special Agent In Charge of Homeland Security Investigations New York.

Apparently, he began filing EEO complaints in May 2011 when he was not selected for the position of Special Agent In Charge Los Angeles and his lawsuit seems stem from that event.

While the allegations of favoritism and sexual harassment might very well be true, I wonder if any of these allegations are contained in his EEO filings.

Even if they are contained in the 2011 EEO complaint, why did it take so long. The reported events of discrimination and sexual harassment took place in 2009, some 3 years ago. If this GS-15 Manager had really been offended by that activity, why did he not take appropriate action at that time to report and curtail the activity.

I might be a little cynical, but in my opinion Mr. Hayes was probably perfectly fine with things as they were until he didn’t get the position he wanted.

This is of course just my opinion, and you know what the old adage says about opinions. I’m just glad that I retired prior to the formation of the HSI/CBP monstrosity.

Poor James Hayes Jr. If memory serves me correctly, sir, you came OUR OF NOWHERE…working at the bottom floor of the old INS HQ building to being selected as the Field Office Director of the Los Angeles Field Office. Correct? What were your qualifications? How many people had you supervised at that point in your career? 10? 6? Yet, Mr. Torres selected you. The score sheet from that interview panel is widely available. Mr. Torres selected you even though you were ranked the 9th out of 9 candidates. Mr. Torres even ranked your knowledge of DRO as the lowest. Yet, you got the job. I guess that wasn’t a hostile work environment for you was it? What about the 8 DRO candidates that were passed over? Was that a hostile work environment for them? After causing nothing but havoc in that office…showing up at 1000 every morning because you were hung over…you were”’selected” for a detail in HQ by Mr. Torres. I think you racked up a record number of EEO complaints in Los Angeles. Great Job Jim. Getting out of Los Angeles just in the nick of time. You were detailed as the Acting Assistant Director for Enforcement for the old DRO program. While there, you orchestrated the demise of a well-seasoned DRO employee and had her removed shortly before the end of her Senior Executive Service probationary period. This employee, by the way, had been enticed to D.C. by none other than Mr. John Torres. After destroying her career, you set your sights on bigger and better things. At this point, I think, Mr. Torres realized that he had made a mistake but, he had created a monster. Your undeserved, meteoric rise continued. You announced your ascension to the Director of the DRO program sometime in October of 2008. Everyone was thrilled. Within 18 months, you had gone from a no-nothing, do-nothing legacy INS Special Agent to FOD of the Los Angeles Field Office to Director of DRO. Wow. What a genius you were. Your short reign over DRO is still known as the worst period in DRO/ERO history. A complete amateur put in place by his friend…John Torres. Hopefully, many of us will be subpoenaed. According to your lawsuit, less qualified people were brought in to replace you as DRO Director because you are a male. Really? When did that happen? The guy that replaced you, James Chaparro, had more qualifications as a boy scout than you will have in your entire lifetime. Hatred? Yes. We are all the hatred that you and Mr. Torres produced. Your troubles have just begun. James Hayes Jr., are you and Mr. Torres even capable of recalling the names of all of the many people you destroyed.?

I can’t really say that I have much sympathy for Mr. Hayes for the following reasons:

He seems to have had quite a meteoric rise in the agency from his beginnings as a BPA (probably GS5 or 7) in 1995 to a GS-15 only 10 years later. Having only about 2 or 3 years experience as a criminal investigator street agent in INS he subsequently became Special Agent In Charge of Homeland Security Investigations New York.

Apparently, he began filing EEO complaints in May 2011 when he was not selected for the position of Special Agent In Charge Los Angeles and his lawsuit seems stem from that event.

While the allegations of favoritism and sexual harassment might very well be true, I wonder if any of these allegations are contained in his EEO filings.

Even if they are contained in the 2011 EEO complaint, why did it take so long. The reported events of discrimination and sexual harassment took place in 2009, some 3 years ago. If this GS-15 Manager had really been offended by that activity, why did he not take appropriate action at that time to report and curtail the activity.

I might be a little cynical, but in my opinion Mr. Hayes was probably perfectly fine with things as they were until he didn’t get the position he wanted.

This is of course just my opinion, and you know what the old adage says about opinions. I’m just glad that I retired prior to the formation of the HSI/CBP monstrosity.

Kozak is returning to work a couple of days a week. A supervisor in LA got reassigned because he allowed Kozak to not qualify for a full year and yet, Kozak still had his piece on him. What happened with the OPR investigation? When will the truth come out? why did Perry Woo have to shoot Garcia in the head? Couldn’t he have shot in the back or stomach? Did he shoot to kill to keep Garcia quiet about the malfeasance going on in management? HQ has ton of people who have never done a criminal case but are in 14 and 15 positions. They have detailed agents acting in make work roles simply because they know someone. When does Woo come back to work? Heard Guzman is coming back. Why and How? How are supervisors selected in LA? They are chosen by who you know and not what you know.

Perry Woo shot Garcia in the head because he was capable of doing so. Garcia couldn’t hit his target effectivley at very close range. Right up until his death he was a shitbag loser! That incident was natural selection at its finest. It is too bad Woo didn’t get a shot in somewhere else because the head shot bypassed a bunch of suffering Garcia deserved to incur.
