For your information, in many government immigration centers around America, you DO NOT have to speak, read or write English nor do you need to pass a test of any sort, shape or form to be handed the certificate of citizenship.
So why teach them English in a non-governmental one?

In other words, that nice little old lady that lives next door to me but can barely speak anything but German even though she has been here for 40 years … is allowed to become a citizen if she can otherwise meet the requirements. I don’t think that is a bad thing.

And for the record I disagree with Debbie on the subject. I think English was being taught. The rest of the article states people were being taught in English. However I agree with Debbie all test should be conducted in English unless there are mitigating circumstances. Yes people game the situation. Personally I helped two legal residents become citizens after helping them learn English. There was no option at the time of doing test in Spanish. All 100 questions were in English.
