Homeland Security Intelligence Chief Helped Muslim Run Palestinian Money-Laundering Ring w/ DHS $s! (ICE Limits Probe of Agencywide Scam)

If I wrote a mystery thriller about what’s been going on at ICE (Immigration and Customs Enforcement), you’d say it was implausible, far-fetched, and bigoted against Arab Muslims, that they are loyal Americans who would never do such a thing.  And a top Homeland Security intelligence official would never help launder Homeland Security cash to Islamic terrorists, right?

ICE Intelligence Chief James Woosley Helped Steal Homeland Security $s Sent to Palestinian Muslim Accounts in Jordan

Well, here’s the plot of my book, all uncovered at the Department of Homeland Security over the last month:  a Palestinian Muslim employee runs a multi-million dollar money-laundering ring  WHILE he is an intelligence analyst for the largest Homeland Security agency, ICE.  And his boss, the ICE Director of Intelligence, can’t say anything about it because he is apparently a co-conspirator with this Muslim in submitting phony expenses to ICE for reimbursement, and is subject to blackmail. The money, stolen from American taxpayers who paid it to fund this country’s national security, is probably going to fund Islamic terrorism and is definitely going to a multi-million dollar Palestinian money-laundering ring and its bank accounts in Jordan. The Muslim ICE official has a US-government-issued diplomatic passport, which he misuses for eight personal trips to Jordan to see the Muslim brothers.

Oh, and here’s the kicker:  the Muslim will only do about two years or less in prison because, hey, now that he’s been caught, he’s “cooperating.”  That’s incredible, especially when you consider that it’s likely the money went to fund terrorism or other illicit Palestinian activities.

Almost a month ago, ICE agents began tipping me off that ICE Director of Intelligence James M. Woosley (not to be confused with the former CIA Director James M. Woolsey, a good guy) was suddenly removed from his position.  One agent wrote:

You may want to ask ICE/HSI [DS:  Homeland Security Investigations] why the Acting Director of Intelligence {James Woosley] was escorted out of the building, last week.

I wish I’d posted something about it, but I couldn’t get anyone to talk beyond that it was regarding some alleged fraud, and I needed more information.  I probably should have posted it as a question, as today, the net is filled with the story of a probe into Woosley.  He apparently helped his Palestinian Jordanian Muslim intelligence analyst, Ahmed Adil Abdallat, submit falsified and bogus travel expenses in exchange for a cut of the cash.  The greedy Woosley was already making more than $200,000 a year in travel and benefits, including a government car.  But I guess that wasn’t enough, so it’s better to sell out America and help Abdallat rip-off American taxpayers (that’s what Muslims call, “halal money,” or permitted money ‘cuz it’s great to rip off infidels).  Yup, it’s better to help this Muslim employee launder the money to his fellow Palestinians to fund who knows what terrorist attacks.

And that’s what happens when federal law enforcement agencies recruit Arab Muslims, putting their religion and ethnicity on an undeserved pedestal, ahead of the scrutiny and suspicion that their religion and ethnicity should generate.  Abdallat was recruited as an intelligence analyst for Immigration and Customs Enforcement (ICE).  This means he had high-level security clearance and access to classified information. Abdallat was running a multi-million dollar money-laundering ring, involving bank accounts in Jordan, to which he was transferring money out of the U.S.  We have no idea where the money went after that, but we know that a number of Palestinian and other Islamic terrorist groups are in Jordan and use the money laundered to them from the U.S. in terrorist attacks on Israelis and other innocent civilians.

Homeland Security and the Justice Department are minimizing these parts of the story and are succeeding.  But the truth is that this is a major national security breach and a gargantuan example of the failure of political correctness and pan-Muslim affirmative action in federal law enforcement agencies.  It’s simply incredible that Woosley, who had top secret security clearance and access to the most vital intelligence information, was not only a criminal but was helping funnel nearly $2 million–a good deal of it fraudulently-obtained Homeland Security dollars–to Palestinian-Muslim-controlled bank accounts in Jordan.  If that can happen, anything can happen, and neither ICE nor Homeland Security should be trusted with any national security functions. Don’t believe the press reports that this guy is “Jordanian.” Like 95% of Jordanians, he’s a Palestinian Muslim. Period.

And there’s a lot more to the story that Barack Obama’s top officials at the Department of Justice, Homeland Security, and ICE are covering up here.  You’ll recall I previously wrote about two corrupt agents, the two top ICE agents in Los Angeles, Special Agent in Charge, Robert Schoch, and Deputy Special Agent in Charge Jennifer Silliman, who was in line to become ICE’s top cop, the Director of Investigations position.  Both agents also reportedly falsified travel expenses, allegedly to cover up an illicit relationship.  There were reportedly several hundred thousand dollars for which they could not account. Both agents were removed from the job and agents searched their homes.  Well, both were protectees and cronies of Woosley.  And neither ended up being indicted or even fired.  That was Woosley’s doing, which makes you wonder how much of a cut he took from them, too.

Instead of being indicted, these friends of Woosley caught some very interesting breaks. Silliman accepted a lower GS grade but no loss of pay, and she got an unpaid move. But her husband, whose surname is Ebbley and who was one of Woosley’s ICE intelligence agents, was whisked out of Los Angeles to a two month vacation at a Dominican Republic resort, a cushy “assignment” from Woosley. His “job” was to provide “intelligence” on Haiti (did he predict the earthquake?) from the resort.

Later, sources say that Woosley engineered a paid move–meaning American taxpayers paid for it–so that Ebbley could reportedly relocate to the same location as his uncharged criminal wife, Special Agent Jennifer Rae Silliman Ebbley. When he relocated near his corrupt ICE agent wife, courtesy of you, there was no ICE office and no job for him. So, Woosley–the ICE Kickback King & Acting Director of Intelligence–opened a new office for him. The ICE budget, as it has been for several years, was tight, and this new special office for the hubby of an unindicted criminal ICE agent was not budgeted. How convenient! This allowed Woosley to arrange for the job to be totally run by contractors, with no-bid contracts, which conveniently, reportedly hired Woosley’s son to run the office. Whatta coincidence!

I am told that Ebbley a/k/a Mr. Silliman then hired another ICE intelligence unit buddy to be his number two in Bay St. Louis, a past frequent commenter on this site, “EverVigilantSheepdog/EVS,” who outed himself as Kyle Barnette, when another ICE agent figured him out (I do not out federal agents posting on this site). In that cushy job at an office that wasn’t needed but was created by taxpayers for an agent to be close to his unindicted criminal wife’s new job, Barnett is now reportedly double-dipping, getting two GS-15 salaries–his current ICE pay and his current ICE retirement pay.

ICE requires agents to retire upon their 57th birthdays. It is a mandatory retirement age, but the scam is that agents who are favored cronies of top brass get hired back as contractors, then collecting both generous retirement pay AND full salary as a contractor. There is nothing illegal about this. It’s just that it does an end run around the ICE mandatory retirement age and leaves an agency with a very stretched budget paying a lot of people two salaries each, when they are still working at the same agency in a similar job capacity.

Agents tell me that ICE Acting Director of Intelligence Woosley was running similar scams all over the country and all over the world, as ICE has agents stationed everywhere, in various embassies and consulates. Woosley is said to have used favoritism, selling promotions and transfers, and repeated nepotism–once with the contract to run the ICE Bay St. Louis office, and also getting someone to create new “collections” divisions, spending huge amounts of money which are never tracked or accounted for.

When Woosley couldn’t fund promotions for his friends and cronies–and apparently those who paid him kickbacks for the phony expenses he helped them cash in on–he created new job descriptions giving automatic overtime pay, which agents tell me is secondary law enforcement pay. This is the pay that is earned by Border Patrol agents who are shot at, while arresting people on the border. It is for agents who are in danger and at high risk for loss of life or limb. But Woosley created such jobs for his intelligence employee cronies in Arizona, Texas, Tampa, Bay St. Louis, California, and even in ICE headquarters, one of the safest, most secure locations there is.

The entire ICE Intelligence management team at ICE headquarters and around the world is infected with Woosley cronies, many of whom apparently got where they are because they did his bidding, which many ICE agents believe involved the same phony expense scam. Honest, decent agents are happy that the FBI acted as their Serpico and actually pursued this. But they tell me that John Morton, Barack Obama’s Assistant Secretary of Homeland Security for Immigration and Customs Enforcement has stopped the ball from rolling any further beyond Woosley, thus preventing the apparent massive exposure of the rest of the ICE intelligence management team.

As I noted, this criminal, James Woosley, has his hooks and his people, in ICE leadership at ICE offices all over the country and all over the world. And if he was doing this for at least ten years with a Palestinian Muslim stationed in Texas, who sent the money to Palestinian-controled bank accounts in Jordan, you can bet he was doing scams like this with complicit cronies everywhere. The cases of Schoch and Silliman–reportedly engaged in the same kind of expenses fraud and embezzlement in Los Angeles, while they had Woosley’s protectzia (an Israeli word for cronyist protection)–are proof positive of that.

Don’t worry, though. ICE may not investigate its own top intelligence guy’s fraudulent expenses, embezzlement, and money-laundering to Palestinian Muslim bank accounts in Jordan and definitely keeps defrauders like Schoch and Silliman on the payroll. But, hey, they’re doing the really important work . . . like capturing a guy in the woods who streamed WWE broadcasts on his website.

Now, I feel safer.

An FBI agent said Wednesday that James M. Woosley, the deputy director of intelligence at ICE headquarters in Washington, was placed on administrative leave Feb. 4 amid allegations he helped a subordinate file fraudulent travel expense reports and took some of the cash they generated.

Testimony about Woosley came during a federal detention hearing for ICE intelligence analyst Ahmed Adil Abdallat, who is accused of using a diplomatic passport to make eight personal trips to Jordan since October 2007 and receiving about $123,000 in reimbursements from phony travel expenses.

Magistrate Judge David C. Guaderrama was expected to rule later Thursday on whether Abdallat would be eligible for bail.

Abdallat, 63, is a naturalized U.S. citizen originally from Jordan. He also is the subject of a larger money laundering investigation after he made three wire transfers worth a combined $570,000 to Jordan over a six month period, according to the FBI. Authorities also linked Abdallat to an additional $1.2 million in Jordanian bank accounts.

Abdallat’s attorney, Mary Stillinger, said after the Wednesday hearing that her client was facing “worst case scenario, a couple years in prison.” She said he had cooperated fully during interviews with FBI investigators, most of which focused on Woosley. . . .

FBI Special Agent Shannon N. Enochs testified Wednesday that Woosley approved Abdallat’s phony travel expenses and that he and another federal official who worked for Woosley were paid about $58,000 as part of the scheme. He said Woosley was Abdallat’s supervisor for “over 10 years.” He said Abdallat mailed Woosley checks, wired him money, paid his utility and mortgage bills, and sometimes even traveled to Washington to leave his boss cash in drawers.

Enochs said scrutiny of Abdallat’s personal e-mails revealed evidence that Woosley tried to arrange for an official trip to Jordan for Abdallat “around 2009,” after Abdallat’s mother died. The trip was not approved, and Abdallat ended up paying his own way.

Abdallat was issued a diplomatic passport between 2005 and 2007 after being detailed to the ICE attaché at the U.S. Embassy in Riyadh Saudi Arabia, Enochs said. About 10 FBI agents raiding his home found 31 stamps in a still-valid diplomatic passport, and Enochs said that while he didn’t know how many of those stamps might have represented authorized travel, Abdallat never got clearance to travel to Jordan on official business.

Authorities also seized a personal U.S. passport that had no entry stamps or visas in it, and two expired Jordanian passports, Enochs said.

Woosley was suspended the same day the FBI raided Abdallat’s El Paso home and seized at least 29 boxes of evidence.

So, where did Abdallat send the money once it got to Jordan? Where did the rest of the $2 million come from if it didn’t come from ICE and Homeland Security dollars? What did he do while in Jordan and with whom did he meet?

With whom did Abdallat consort in Saudi Arabia? We know that at least one Muslim FBI agent, Gamal Hafiz, who was stationed at the Riyadh U.S. Embassy was helping and tipping off Islamic Jihad founder Sami Al-Arian, and another agent, Wilfred Rattigan, converted to Islam and became an extremist, while stationed there. What did Abdallat do while he was there? And for whom is he really working while on the ICE and DHS payrolls?

Since Abdallat worked for Woosley for 10 years, what other crimes did they commit for the jihad and the Brotherhood while on the ICE and DHS payrolls?

You can bet the Justice Department, ICE, and DHS will make sure we find out as little as possible. But where there’s smoke, there’s fire. And this is a raging, multi-state forest fire, which means there’s a lot more burning behind it.

Excellent work Debbie. Can’t wait to hear from the Ever Vigilant Sheepdog now! EVS was assigned the task of being the chief propganda officer for senior ICE management on this website, which has hundreds of regular readers who work at ICE and other federal agencies.

EVS challenged ICE agents,to identify him, from his pompous, egotistical and immature comments on this site. Barnett made so many posts and gave out so much information that pointed to him in his comments, that he was quickly identified by a veteran ICE special agent. That agent was also a regular reader and comment poster on this site.

Barnette was furious and he immediately began abusing his position as the Deputy SAC in New Orleans to recruit other ICE personnel and identify the agent who had “fingered” him!

Barnette concluded that a veteran agent in the SAC Dallas office had solved the EVS mystery. Barnette than contacted John Chakwin the Dallas SAC and according to sources, asked him to retaliate against the agent as a personal favor.

The agent, a productive senior street agent, was immediately reassigned to a “do nothing” desk job in Dallas by Chakwin. Barnette later visited the Dallas office and according to sourcces, walked the halls, looking to intimidate the Dallas agent. But because Barnette couldn’t find his ample ass with both his hands, he was unable to locate the agent who was actually sitting at his assigned desk the whole time EVS was attempting to find him!

The most senior case agent who was also the highest paid street agent in Dallas, had worked in that SAC office for over 25 years, making some of the biggest seizures in both the Customs OI and ICE office of investigations. The agent, who answered the EVS challenge and proved that he could track a bleeding elephant across a snow covered tennis court, by himself, something Barnette could not do, spent the last two of his 28 year career in the Dallas offfice collecting a six figure salary while running TECS checks for the U.S. Probation Office!

Talk about waste, fraud and mismanagement by both Chakwin, who is rumored to hold the Customs/ICE record for the number of EEO cases filed against him, and the Ever Vengeful Sheepdog!

Kyle Barnett did retire on a Friday and begin double dipping the next Monday as the Director of the Bay St. Louis intelligence center, a “do nothing” boondoggle near his home in Mississippi. EVS knew that his protector, the SAC New Orleans was being transferred to HQ and he was going to lose his cover.

Barnett commuted more than 200 miles a day to and from his home to work in New Orleans, driving a government owned vehicle, at taxpayer expense.

    @Schwarma…There are many honest, patriotic intelligence and federal law enforcement agents. They appear to be outnumbered however by the traitors. Consider the “good guys” that supply info to Debbie and other conservative bloggers. Have to admit though, corruption appears to be so widespread it makes my head swim. There does not seem to be a single damn function or task that is performed responsibly, competantly or reaches a favorable outcome for US National Security. Take for example the latest from ATF whose field agents have been ORDERED by the chain of command all the way up to Obama to traffic high performance firearms to the Mexican drug cartels for use in murdering both Mexicans and Americans. I don’t know how long this has been going on but large quantities of AK-47’s and Barret’s (sp??) 50 cal have already travaled into Mexico in spite of widespread opposition of ATF field agents who have been told to quite their jobs if they don’t like what they’re doing. The alleged pretext for ATF firearms trafficking into Mexico is to enable ATF “lamo” management to track where the weapons go and score a hugh cartel bust. BULLSHIT!! The chain of command probably is THE cartel.

    If you’re a street agent who is “not connected” ICE will fire you if a disgruntled neighbor says she saw an illegal putting a roof on your new house. To this day, illegal aliens are still mowing the lawn at the Dallas SAC office building. Yet, John Chakwin now officially has the longest tenure of any SAC in Dallas Customs OI/ICE history.

    A former ICE SAC in Tampa, was arrested for exposing himself to a child in a mall, minutes after dropping the ICE Director off at the Orlando airport. He was put on administrative leave for almost a year and then allowed to retire with full benefits, instead of being fired! Some things never change!

Wow!!! I’m truly flabbergasted. Having been around the fed bureaucracy for many years, I’ve been disgusted before by inflated salaries and matching egos that are often inversely proportional to the value of some individuals I’ve met. But corruption on this level is several orders of magnitude beyond my wildest imaginings.

Unfortunately, with a socialist in power and an all-consuming PC / cover-up mentality prevailing in fed and military service – these treasonous scoundrels will likely pay a very small price. This entire episode is beyond sickening.

Can someone tell me how the money Ahmed Adil Abdallat sent to Jordanian bank accounts has been traced to any Palestinian organizations? I understand it could look like that but what is the source? Has that been confirmed or is it conjecture?

I worked in that office for several years when it was the INS intel office and every single thing you wrote is true and THEN some. It was like working for some shitty third-world police service. Jim was the single most arrogant, obscene, greedy, and cruel individual I had ever encountered in my 22 years of government service. BTW – Jim was able to get his start by shaking down the old boss of INS intel who was bangin’ one of the clericals who ended up getting a GS-14 intel job to shut her up.

As much as I hate to admit it, 99% of these people were legacy INS. Customs Intel (now CBP) was and is a a functional unit.

One more thing – every single ICE Field Intelligence Unit (FIU) needs to be shut down right away. This was the core of the Woosely empire and they were utterly and completely good for nothing.

Not surprising–ICE is the laughing stock of the LE community. Most state and local agencies do not even consider ICE a law enforcement agency to begin with.

ICE has the lowest standards in the federal government for their investigators. ICE hires gang members, drug dealers, people who have family in the drug cartels, people who have close relatives that are illegal aliens, mentally unbalanced people, white supremists, people who cannot speak English, etc. Oh and my favorite, people who come her from other countries, fresh off the boat. A few years ago ICE was hiring Romanians who had been in the United States only a few years. Think about that, ICE cannot properly perform a background check on someone who has lived most of their life in another country, more so another country that has almost not LE structure. Literally, you could have someone who was in the Iranian secret police get married to an American, get their citizenship, and in three years have an ICE Special Agent position. ICE also will “make” someone a Special Agent without even sending them through any academy or require that they have any law enforcement background.

The sad truth is that both the Democrats and the Republicans do not want any real immigration enforcement, but they still have to act like they do, so they have to have an agency that appears to enforce immigration laws. ICE, even though it is staffed mostly by legacy Customs managers, is constructed more along the lines of INS. Any substantial Customs based investigations are long gone and ICE just goes out does a few child porn and copyright enforcement cases every once and a while to give the impression it is doing Customs enforcement. ICE does not want any one who is a real worker–hence the low standards. Like INS before it, ICE is quickly becoming an agency that exists just to exist–they are really paying people not to work.

    Sadly it’s not going to change any time soon, the clowns are firmly entrenched in the agency, and they all believe that they are doing a great job at it. And they are, if ICE agents were all GS-5 or GS-7’s, and “processors” only, or “investigating” other agents (isn’t that OPR’s job?) With the ease in which clowns get their GS-13’s, after only 5-6 years on the job, no experience necessary (and none expected of them), look for them to expect a GS-14 shortly after passing the “test”. In fact, ICE will probably raise the journeyman level to GS-14, and bump everyone else up a notch as well. It’s all about getting that high three for most clowns, not about doing criminal investigative work. For all of the Legends-in-Their-Own-Minds, it (GS-14 journeyman level) will be proof that they are all doing such a great job.

Well what a disappointment! We’ve been waiting for about two weeks to find out why Woosley and comrades were escorted out of ICE HQ. It’s about time someone started paying closer attention to what has been going on for a few years now. It’s so hard to know some of the goings on, but harder to see those folks getting away with it. I hate that people are bashing all offices that were under the Woosley reign. Unfortunately the personnel in those outlying offices or any other office as far as that goes, don’t get to select the supervisory personnel they end up with. There were/are a lot of productive office that were told STOP what you are doing and do this instead. It doesn’t make sense to be taken off of a productive path and put on a misguided path of nonsense. There are a lot of hard working people within ICE that are still giving 100% effort even though upper management doesn’t feel the need to proceed with what we give them to act on. Most of it is stuck in a file cabinet somewhere in DC (hopefully they will run across it all while they are cleaning house), collecting dust while our Border Patrol Agents are having to defend themselves with BEAN BAGS against AK47’s. Somewhere that just doesn’t make any sense no matter how you look at it. Let’s get these brave guys/gals who go out every day not knowing whether they will return at the end of their shift, some REAL gun/ammo so they don’t have to suffer the consequences (death and injury). I have no comment to those who assume they know my identity. I’m just disgusted. Maybe now the newly appointed personnel will take a moment out of their busy schedule to come to each office and ask US what it is that we can do to improve this agency. 1st of all we need better leadership—–don’t keep giving us leftovers. Let’s just see what happens next, hopefully no more deaths of our SOLDIERS and better decisions on our future management. CLEAN HOUSE and let us get back to work.

I started in BP many, many, many decades ago when enforcement of immigration law was both expected and accepted. Especially in Texas. Times have changed, and we now have a different culture. With the creation of DHS/CBP/CIS we have a hybridized employee who has never seen a fraction of what we did/or how we did it in the old days. If reality cannot be extrapolated onto an Excel spreadsheet for consumption, the kids of today just don’t get it. Instead of serious law enforcement, we have a HR showcase promoting ‘diversity’. Law Enforcement theater to provide otherwise unsuitable people with employment. So back to this mess…how could it happen? We don’t have a mission. We don’t have a purpose. None of this surprises me honestly.

Another example of why ICE, as it exists right now- Is the laughing stock of All federal agencies. Clowns who are legends in their own minds, have risen through the ranks to management positions, but not through actual merit, and they DO NOT have experience and good judgment, this is the rule rather than the exception at ICE. Clown agents who abuse their authority and spend a lot of their time “investigating” other agents for perceived wrongs, rather than investigating CRIMINALS like they are supposed to be doing, ingratiate themselves with the clown managers.
Clown managers, on the other hand, encourage this aberrant behavior by agents and celebrate their “excellent agent work”, rewarding them with plum assignments and promotions, and going out to lunch with them They get stroked by clown managers as good little pets, which is part of the reason they become legends in their own minds, all while sitting at their desks.

ICE investigations has lost sight of their mission, they lack the experience and leadership necessary to get them back on track; just look at the SAC offices and honestly ask yourself “Do I trust this GS-14,and above, with the ability, based on experience and good judgment, to make good leadership decisions that may affect my life?” If you are fair and impartial, I think the answer is a definitive “NO”.
However, if you are one of the clown lackeys, or pets, then you will probably think that they are doing such a great job, and that’s simply because you don’t know any better.

ICE needs major intervention, and unfortunately they are not going to get it. They need to be infused with LAW ENFORCEMENT PROFESSIONALS at all levels, and need to hire qualified people to fill their special agent ranks. You can’t tell me that there aren’t enough qualified U.S. born citizens applying for these jobs.

Sincerely, I know that there are ICE managers that are of excellent quality, are fair and impartial, treat their agents with respect, dignity and professionalism, and know how to do their jobs; I also know that they are constantly frustrated by the poor, and sometimes ridiculous, decisions that comes from upper management and HQ. They are hamstrung. There are also many younger agents out there who are basically hungry for some leadership and direction in their special agent careers, they want to do what they were hired to do: INVESTIGATE CRIMINALS. They are not getting it from the clown managers! Many of which themselves have never conducted any criminal investigations (sorry, taking “cases” to Immigration Court, or embellishing about the great intelligence work while you were in the Army reserve unit, does not qualify)

There also seems to be signals that ICE is getting rid of the 15’s at the regional director level. Good! They are basically useless, rarely provide any “intelligence” of any value, and have become personal fiefdoms for the 15’s in charge, handing out GS-14’s to cronies and a**kissers.

This makes me sick, yet, it comes as no surprise. For anyone who has not endured the surreal ridiculousness of dealing with Woosley or Ebbley, allow me to paint a picture for you. Ebbley (AKA Kim Jong Ebbley) is in a meeting, pitching someone else’s idea that he has decided to take credit for. He is intelligent enough to identify the merit of the idea, but too dim-witted to articulate the usefulness of the idea. Frustration over his ineptness builds and he screams: “Do you all realize who my wife is??? She is the DSAC!!! My wife is the freaking DSAC of LA!!! You don’t think I have pull??? Oh, I have pull!!! This is going to happen whether you like it or not” (Think Will Ferrell: “I drive a Dodge Stratus!!!”). Acting Director Woosley enters the room, silencing it with his creepy backwoods drawl. “Ya’ll need to shut the f*ck up before I put a bullet in all your heads, because Ebbley gets whatever he wants.” Ebbley smirks.

This is a typical day in ICE Intel. Woosley and Ebbley created an empire built on fear, hand-outs, and protecting the spineless, stupid, and lazy. Both were known for setting up informant networks amongst their own employees; employees verbalizing discontent were met with swift punishment. The Woosley-Ebbley regime treated responsibilities as a game, with the primary objective to see just how much they could personally gain and how long they could keep the party going. Sound familiar? Now you know why Ebbley was nick-named after Kim Jong Il, dear leader of North Korea. Although I knew both Woosley and Ebbley had dysfunctional moral compasses, I didn’t think either of these clowns would be stupid enough to get caught up in anything outright CRIMINAL.

Have you noticed that anytime something bad or negative happens in investigations, the press release and statements by the suits, refer to the agency as ICE. When something they perceive as positive happens, the press release and suits refer to the agency as HSI. If it walks, like a moron and talks like a moron…

How come the ICE director and his partners been arrested?

All they (FBI) get is the easy target – the Jordanian with all the money? These federal agents, who are supposed to be held to a higher standard, they get a wash?

I see the FBI and DHS are working on the case – but if you have enough with the Jordanian telling you he was leaving cash for the bosses in their desks – why aren’t these people being arrested and charged in court?

If there is political pressure to cover it up – let’s get congress involved – REP KING is holding hearing on radical islam threats in US – let’s see if he can call in this Mr. Woolsey and the head of ICE – ask them what is going on with the very people specifically supposed to be working to prevent this!

I am pissed – I can’t even think staight! I think I know where we can cut the federal budget – start with these fraudsters and move on to the incompetent “leadership” that is letting them get away with it -oh, don’t forget the lazy people who should have been watching the police. This could not have gone unnoticed or unreported for 10 years it says it was going on.

Dave: Glad you agreed with my assessment. That was actually a specific, non-fictional anecdote that will likely identify me, but I felt those who are wondering how this could happen may benefit from an anecdote about those two. To answer your question, not sure if Ebbley is next. I only assumed Ebbley was in the circle of unnamed ICE Intel officials under investigation because he and Woosley are best friends. Ebbley also liked to brag about how he paid $1.2 million for his home in California–of course, this is right before the real estate crash, after which his property fell a reported $500k–so I can only imagine he is hurting for money if he just moved to Florida. If the USG paid him the difference for his home, then that is the ultimate scam and was likely the reason Woosley set up Ebbley’s new unit in Florida instead of California. If not, then Ebbley had a big motive to get in on the kick-backs in the Woosley scheme. With that said, I also know that the FBI case agent, Shannon Enochs, is part of the Joint Terrorism Task Force (per public court documents), so that almost certainly means there is a terrorism connection here–likely in-line with DS’s article. As corrupt as Ebbley is, I can’t imagine him knowingly supporting terrorism, but the guy is a greedy little cretin and based on my personal interactions with him, I can easily envision him receiving kick-backs and/or being otherwise involved with the now infamous Woosley criminal network.

I would normally not kick a guy while he’s down, but I will make an exception for Woosley and Ebbley. A disturbing number of Americans are out of work, and these two had incredibly well-paying jobs–more than many CEOs–to do what many dream of doing: make a difference. Instead, they treated their positions as a vehicle to satisfy their greed. Working with these clowns was barely tolerable for me, but to find out their corruption extended beyond the 4-6 hour workdays (at least in Ebbley’s case), cush TDYs, and other administratively fraudulent activity keeps me up at night.

As a former ICE employee, I would like to say I am not at all surprised. But, I truly am shocked that someone in such a high position was actively engaged in blatant criminal and corrupt activities that might have spanned a decade or more. ICE does a horrible job of ridding itself from the bottom-feeding trolls in its’ workforce. Bad behavior is ignored and almost encouraged. Those that break their backs to produce aren’t rewarded in any meaningful way. Instead, the will to be productive is chipped away at, until each employee literally throws up their hands and says, “why even try.” Mediocrity is the norm. Until ICE fixes this problem, which is still ongoing via the terrible recruiting practices, there is no hope.

Speaking of cronyism, the circular, incestuous upper management team’s practices at ICE and its components (HSI and ERO) are exemplified by ERO’s rehiring of Gary Mead after he “retired” and came back to work in the same job the following Monday. Mr. Mead has since been promoted to the position of Executive Associate Director of ERO (the top guy). Under Mead’s leadership, since before his “retirement” and after his return, ERO has operated on a status-quo basis and has, on many accounts, failed to even rate a Mediocre by employees to actually believe in accomplishing something during their work days. Career-centrists don’t come to HQ to actually pursue progress and efficiency for the agency, they come here to get promoted – and sell-out anybody and anything to get their next higher paying position. Nepotism, cronyism, individual and institutional corruption, theft – to include intellectual theft of progressive ideas, dishonesty, and retribution are all in their playbook as Standard Operating Practices.

    The issue is whether or not FACTS are being reported, in this case, judging from the many responses corroborating at least the arrogance and clownish behavior on the part of these top ICE management officials, I think the facts are accurate.

    Joe,they should go back 3 years – that would include more of Woosley’s cult groupies. Some 15s aren’t even supervising anyone or maybe one/two people.

    They also need to investigate all the 14s – many cult groupies in this group too. Most are doing GS 9 level work, at best.

    Most of the 14s and 15s still in place (the ones who wouldn’t bow down to him left) have no clue of the HSI mission. They just did what the cult leader told them, since he gave them what they groveled for, e.g, a 14 or 15 grade.

    “Great program???” Where have you been? The “program,” which is still somewhat in place, is rewriting newspaper articles or other agency reports and calling it intel! This is while the “Unit Chiefs, Program Managers” etc, at HQ just traveled everywhere – they probably clocked 75 percent of their time to travel to attend meetings instead of actually supervising. How did this help the HSI mission? Big fat zero!

    Every former FIG and the HQ office needs to be torn down and rebuilt from scratch, which includes getting rid of all the 14s and 15s that are currently there.

    As a person from the OI side, we knew we would be wasting time and space whenever a FIG analyst showed up. On a regular basis, we would have to make room for them for 30 days and they would have no clue what they were supposed to do for us!

    It’s sorta not the analysts fault – most of the FIG directors are mini-mes of Woosley, Orsi, Ebbley, etc, and were hand-picked to run their cult out in the field for them. Which means these directors are as clueless about intel functions and also means they would be clueless on how to train the analyst.

    With all my observations on the program as a whole, there is always exception of a few in both the director and analyst group but, it would have to be those who were there before the Woosley cult moved in.

      Yes sir! ICE needs to declare moral and ethical bankruptcy and then undergo supervised restructuring by an outside source. ICE intell has always been totally useless, all they do is rehash information that is already out there. If ROI’s were protected under academic plagiarism, or proprietary, copyrighted standards, most ICE intell would be in trouble. The same “leadership” ethics, and management style that ICE “intell” is displaying can also be found in the OI side of the house. There are 14’s and 15’s that absolutely have no clue, and are delusional in thinking that they do. There are “up and coming” 13’s that have no clue, but don’t know any better because of what they have as role models: Clueless 14’s and 15’s. One common denominator is that they are all expected to sit at their desks. The future looks great!

Do not try and blame this all on the Obama people. This type management & corrpution was rampid under the then U.S Customs Service Agency Service in the Los Angeles area (and elsewhere) during the 1980’s & 1990’s. The SAC Group alone were ninety % + responsible for the destruction of the garmet and fabric manufacturing industry in the Southern United States. Internal Affairs was well aware of it, but their hands were tied due to the orgizanitional structure at that time. I.E. I/A Agents being reassigned as Agents under the SAC they were formally onvestigating. It was OK to weed out corrupt Inspector and other Customs Personnel but leave the Agents alone.

What about Jim Ackley? He was from the Florida Office. He was promoted by Woosley to a cushy job at the ICE Academy in Charleston and is in charge of the Intelligence Training Program.

Ackley worked in DC for two years when Woosley gave his position to the not so charming Cynthia Echavarria to keep the 11th floor happy. From my understanding, Ackley wasn’t given a choice and he didn’t want to go to Charleston for financial reasons. That’s what happens when you sign a relocation agreement!

Loving all of this. 5 years removed from ICE. Best decision I ever made. Former Customs 1811. Up until a year or so ago, I attended regular meetings at ICE HQ where a number of Intel types would join in. I was amazed at how they could take other Intel reports, slap a few sentences on one of them, then stamp it with the “DHS/ICE” letterhead and send it off to the entire IC. What a joke. Serving in another federal agency, I can tell you without a doubt that ICE is still a laughing stock. Look at the SAC in Miami who is under investigation for child porn. Then there’s Frankie the Fig, the ASAC in LA, etc.
